    Greetings,

    I would like to relate data at the ZCTA level with census tracts and incorporated/places or cities, for two MSAs in the country.

    Does such a cross-walk exist?

    Geocorr should be able to handle this:

    I have had a lot of success with the Missouri Census Data Center's geocorr https://mcdc.missouri.edu/applications/geocorr2022.html for generating crosswalks such as you mention.
