    I'm looking at table B06009 (Place of birth by educational attainment) and the universe is population 25 and over. Does that include population in group quarters?

    Yes, since the universe is specified as "Population 25 years and over in the United States" this table should include the population in group quarters. The tables that exclude GQ should specify that they are limited to the "Population in households"
