  • 1.  Energy insecurity/utility assistance data in ACS?

    Does anyone have experience with operationalizing energy insecurity or utility assistance needs using ACS (place or tract level, 2016 5 year estimate data)? This paper by Hernandez et al (2016) uses 2011 data to identify households spending >10% of household income on utility expenses but I can't find a parallel data source in 2016 5 year estimate tables. Thanks!

    Could you consider using PUMAs as the primary unit of analysis and working from the PUMS file, which as electricity, gas, and other fuel costs (ELEP, GASP, and FULP)?
