Gretchen, yes. It's here: Cartographic Boundary Files - Shapefile (census.gov). Sorry for the inconvenience.

There's a note on the page that says "To access files for data year 2019 and after, please visit our new Cartographic Boundary File page" at https://www.census.gov/geographies/mapping-files/time-series/geo/cartographic-boundary.html. Hopefully, that's what you need.
