    Time to bone up on mid decade census legislation:


    PL 94-521, 1976. https://www.congress.gov/94/statute/STATUTE-90/STATUTE-90-Pg2459.pdf

    That authorized a mid decade census, [details omitted], but see this provision:

    **

    (2) Information obtained in any mid-decade census shall not be
    used for apportionment of Kepresentatives in Congress among the
    several States, nor shall such information be used in prescribing con-
    gressional districts.
