There is so much in these proposed rules, but one that may get lost for those who do not work with military communities: The proposal to require IRS tax records and other administrative data to substantiate residency could have an impact on military communities – especially those in states with income taxes. Many service members keep their home of record for tax filing purposes which may not be the same as where they are stationed.

If I am interpreting this correctly, there could be a good number of military members and their families that could be left uncounted because their administrative records (ie, taxes) don't match their physical addresses, correct? (I am one of those people.)

Lauren-- Yes many military members could be uncounted (or counted in the wrong place). And this issue potentially extends to many others--college students, snowbirds, separated families, people who recently moved, children in shared custody, etc.

Thanks @Mike Cline for raising this issue.

    This week, I-CSAC meets:  https://www.censusscientific.org/meetings/fall2026

Perhaps an additional opportunity to discuss these matters....
