Recent federal register notices on SNAP data and on Do Not Pay/VA/HHS

My apologies if these have already been shared and I missed them. But two recent federal register notices that I thought this group might want to know about and possibly comment on were published this week:

    1. FNS published a Notice of New System Records proposing to create a federal SNAP database that would require states to submit PII into it - you will likely recall that FNS tried to do this by issuing guidance saying states had to authorize their EBT processors to provide 5 years worth of PII data to the federal government. Lots of privacy concerns here, but you can read the notice here: Privacy Act of 1974; System of Records

     2. OMB published a notice to include the VA benefits database into its Do Not Pay database to then match both with HHS data for benefits eligibility purposes (SNAP, TANF, etc). This one I know less about, but it seems less problematic since some of this is already occurring. But, there are very few justifications or legal citations to support the work, which is always concerning. You can read this notice here: Proposed Designation of Database to the Do Not Pay Working System
