The information about the changing race/ethnicity standards is provided in the SUPPLEMENTARY INFORMATION section of the FRN. It's only mentioned briefly:
"In addition to the internet self-response option for PRCS, the proposed content for the 2027 ACS and PRCS includes the updated race and ethnicity question, which follows OMB's 2024 Statistical Policy Directive No. 15 (SPD 15). Currently, race and ethnicity data are collected and tabulated following OMB's 1997 SPD 15 on Federal race and ethnicity data standards."
