Here are a few tips for responding to a Federal Register Notice (FRN), from my colleague @Beth Jarosz:
- Be concrete about costs and benefits. Will the change improve response rates? Better identify a population of interest? Align with international standards? Reflect community concerns? Cause harm?
- Connect your recommendation to real analytic or operational consequences.
- Citations aren't required, but they strengthen your case. At minimum, establish your expertise and experience using or producing the data.
- In a 60-day PRA comment period, suggestions on survey wording and methodology aren't just acceptable - they're encouraged.
- Remember: your comment becomes part of the public record.
Why bother? Agencies do review and use comments. They can influence final decisions and help staff identify experts for future work. Many comments shape outcomes.
