VRE newbie question:
When computing margins of error using the VRE tables, the
instructions contain a section about zero counts and estimates of 0% or 100%. I think I'm not getting something, so: do those instructions apply to
individual columns in the 80 replication estimates, or to the
entire sum of the estimates? For example, if I have 70 estimates between 0% and 100% and 10 with 0%, do I
- just use the 70 "valid" ones and compute the "standard" way without the zeroes
- or compute an estimate for each of the 10 estimates of 0 using the average weight and K value, and include them in the overall number?
