Per Census FTP - I hit the same issue yesterday while trying to access geo files. The shutdown notice page wouldn't resolve. I explored a bit but had the same experience across the site (www2.census.gov). Alas. I'm sure Census staff could fix quickly if they weren't shut out from the shut down. ...
